Scheme of responsibility

This document sets out who is responsible for what in IAFOA.

Role Board
(collectively)

Main responsibilities
  • Approval of policies
  • Approval of budgets
  • Appointment of directors and sub-directors
  • Issuing public statements
  • Setting procedures within their department
  • Spending to an allocated budget for items up to a specified value (Director of Finance or Board required to authorise all spending over the limit below)
  • Appointment of staff below the level of assistant director
  • Setting procedures within defined areas of their department
  • Spending to an allocated budget for items up to a specified value
Emergency responsibilities
  • Chairman can act for the Board in an urgent situation.
  • If the Chairman is unavailable, any director may act on the Board's behalf.
  • A specific responsibility can be delegated to a director or sub-director, either on a one-off or ongoing basis.
  • Chairman can act for any director in an urgent situation
  • If the Chairman is unavailable, any director may act on the Board's behalf.
  • A specific responsibility can be delegated to another director or a departmental sub-director, either on a one-off or ongoing basis.
  • Departmental director can act for a sub-director in an urgent situation
  • The Departmental deputy director can act for another sub-director where the Departmental director is unavailable
  • If the Departmental director is unavailable, the Chairman can act on his behalf

Budget spending limits

Overall budget limits apply - no budget holder can go over budget without authorisation from the Board (or the Director of Finance in an emergency.

Within a budget, additional authorisation is required as follows:

£100 to less than £500 Budget holder and Director of Finance
£500 and above Board
