However, there are no rule changes since 2020. Everyone may continue to use their 2020 rulebooks.

9th January 2021

COVID-19: update to IAFOA's guidance and recommendations for national federations, competition authorities and officiating organisations to use in developing local policies, practices and guidelines relating to football played during the COVID-19 pandemic. These are not intended to overrule local laws or guidance. The update adds guidance about managing social distancing and advice on face coverings.

Feedback and suggestions are welcomed and will be considered for incorporation into future versions.

The new IAFOA Manual of Football Officiating (MOFO) is now available.

The 18th edition is once again the most comprehensive book ever written on the mechanics of football officiating. There is new material on "pivotal plays" and live broadcast games, plus hundreds of major and minor improvements to the mechanics we use. Radio has become so important that we now identify those messages that must be transmitted by radio, if the crew has them. The ready for play on a free kick has been simplified, as has some aspects of penalty enforcement: both in an effort to speed the game up slightly. We have also clarified the procedures to use in substitution situations, goal line situations and pre-game on the field. There are several options for running the game clock on or off the field and a distinction drawn between formal and informal video review.

In the PDF version, revised text is marked in blue and major changes are marked by a box. In the HTML version, changed text has a beige background.

IAFOA is open for membership. We welcome anyone who is an American football official.

We want the next generation of officials, whether they want to work international games or not, to have access to the best possible training and leadership from those officials who currently do work international games.
